Certification of building energy efficiency is a requirement under the Directive 2002/91/EC.

Certification Regarding Energy, partially transposing the directive into Spanish law by Royal Decree 47/2007 of 19 January, which approves the basic procedure for certification of energy efficiency of new buildings. For existing buildings is expected to draw up another RD prior to January 2009.

General register of recognized documents for the certification of energy efficiency

According to Article 3 of Royal Decree creates the Register in order to facilitate compliance with this basic method. Is attached to the General Secretariat of Energy, Ministry of Industry, Tourism and Trade, with public and informative.

Similarly, Article 14 of the same, establishing the Advisory Commission for the certification of energy efficiency of buildings as permanent collegial body that reports functionally to the General Secretariat of Energy, Ministry of Industry, Tourism and Trade. Its mission is to advise relevant ministries on matters related to energy certification.

This Royal Decree 47/2007 of January 19, will enter into force three months after publication is voluntary application for a period of six months. From that time (October 31, 2007), building design works of applicant shall meet the regulations established in this RD.

In this certificate, and through energy efficiency label will be assigned to each building a Class Energy efficiency, which will vary from class A, for more energy efficient, Class G, for the less efficient.

To obtain the rating scale in our country has made a specific study which details the procedure used to obtain the limits of the scale depending on the type of building considered and the climate of the locality. This procedure took into consideration the scales are weighed today in other countries and, in particular, the proposal contained in document CEN prEN 15217 “Energy performance of buildings: Methods for expresing energy preformance and certification of buildings for energy”.

Determining the level of energy efficiency for a building can be done using two options:

The general option, of a performance based, through a computer program, and the simplified option of prescriptive, developing the methodology for calculating the energy efficiency rating in an indirect way.
The choice is generally based on the use of software to meet the requirements of the calculation methodology given in RD 47/2007. We have developed a computer program called Calener reference, promoted by the Ministry of Industry, Tourism and Trade through the IDEA and the Department of Architecture and Housing Policy of the Ministry of Housing.
This program has two versions:

CALENER_VYP, Housing Building and Small and Medium-Tertiary (Stand alone).
Calener_GT for large buildings in the tertiary sector.

Using software other than the reference is subject to their approval by the Advisory Committee on Energy Certification of Buildings. This approval shall be in accordance with the criteria set forth in Exhibit Acceptance of Terms Alternative Procedures and Calener Leader.

The simplified option is to obtain a kind of efficiency from the compliance of the affected buildings of some requirements for both the building envelope as thermal systems for heating, cooling, domestic hot water and lighting. All these requirements are called technical solution.

To use the simplified option requires the proposal of specific solutions that have the status of recognized documents after their approval by the Advisory Committee on Energy Certification of Buildings.

This approval shall be in accordance with the criteria set out in the document in terms for Alternative Procedures. Simplified energy certification.

It is available a draft of a simplified procedure applicable to residential buildings which comply strictly with the requirements of CTE-HE.
